Yes — any whole numbers work, including negative values, as long as the minimum is less than the maximum.
What does "don't repeat numbers" do exactly?
With it checked, the generator keeps track of which numbers in the range it's already produced and won't give you the same one twice until every number has come up once — useful for raffles or drawing names without duplicates.
